Congressional Powers & the Legislative Process

The 'necessary and proper' (elastic) clause expands Congress's enumerated powers into implied ones. A bill must pass both chambers in identical form and be signed by the President (or have a veto overridden by 2/3 of both chambers) to become law — a process full of veto points where legislation can stall.
